Donna L. Lynne, DrPH

Donna has over 30 years experience in health care, governmental operations, and labor relations, and has a Doctorate in public health from Columbia University. However, what she is proudest of is being a single parent of three wonderful children: Rachel, James, and Ben, who were each born at the Maternity Center Association's Childbearing Center, predecessor to Childbirth Connection. In addition to being an advocate for women having informed choices about childbirth, Donna has been active on the Boards of Maternity Center Association and Childbirth Connection since the early 1990's. She served as the President for five years and is currently the Treasurer. She has led strategic planning, re-branding and budgeting initiatives and was active in other governance activities.

Dr. Lynne is the president of Kaiser Foundation Health Plan, Colorado Region.  Kaiser Permanente Colorado has more than 483,000 members in the six-county Denver area and Colorado Springs, owns and operates 18 full-service medical offices and is Colorado’s largest group medical practice organization.

From 1998 to April 2005, Dr. Lynne was the executive vice president and chief operating officer for Group Health Incorporated, a $2.5 billion managed care organization. In the mid-1990s, she was also the Executive Director of the New York Business Group on Health.  Dr. Lynne spent 20 years in various positions in New York City government, including First Deputy Commissioner, Office of Labor Relations; Director, Mayor’s Office of Operations; and Senior Vice President, New York City Health and Hospitals Corporation.

Dr. Lynne has a bachelor’s degree in Economics and Political Science from the University of New Hampshire, a master’s degree in Public Administration from George Washington University, and a doctorate in Public Health from Columbia University.  She also holds the designation of Certified Employee Benefits Specialist from the International Foundation of Employee Benefit Plans/University of Pennsylvania Wharton School.

She received the President’s Award from Women in Health Management and the Health Care Leadership Award from the New York Business Group on Health.  She was a finalist for the Colorado Women’s Chamber of Commerce 2007 Athena Award and the Denver Business Journal 2006 Outstanding Women in Business award.  She received the Denver Business Journal’s 2008 Outstanding Women in Business award.  Dr. Lynne received the 2006 Women of Distinction Award from the Girl Scouts of America Mile Hi Council. Dr. Lynne also received the “2009 Distinguished Coloradan Award" from the University of Colorado Denver School Of Pharmacy. 

In Colorado, she currently serves on the boards of Colorado Concern, Colorado Forum, Colorado Regional Health Information Organization, Colorado Succeeds, Denver Public Schools Foundation, Mountain States Employers Council, Saint Joseph Hospital Foundation, and U.S. Bank Denver.  She is also on the Colorado Economic Futures Panel, the President’s Leadership Council of the Denver Museum of Nature and Science, and serves as a mentor through Colorado Youth at Risk.  While in New York, Dr. Lynne was active on several boards, including the Mayor’s Workforce Investment Board, the Citizens Budget Commission, the New York Junior Tennis League, and the Maternity Center Association.  Dr. Lynne is an Adjunct Associate Professor of Public Health at Columbia University.
